Our gov't doesn't care about how another country handles the adoptions. Human Rights groups that focus on children had to pretty much pay the Guatemalan gov't off so they would step up and shut it down. Widespread fraud had been documented so the gov't couldn't refute it. As far as the specifics...you name it and it happened in Guatemala.
